NHS spends 13m on PR

Chartered accountant Harris & Co report that according to the BBC, The NHS in London spent £13 million on PR last year - enough to employ 600 nurses!! (see http://www.bbc.co.uk/news/uk-england-london-21762939).
Does anyone still think that the NHS budget should be "ringfenced" by the Government and protected from the "cuts"?
