The 65% Non-Compliance Reality

In the latest stakeholder briefings, Jonathan Hawkes, Deputy Director of MTD at HMRC, revealed that only 303,000 taxpayers have successfully signed up for the new system.

When you look at the baseline data, the true scale of the inertia becomes clear. HMRC previously confirmed that "there are 864,000 individuals with a qualifying income over £50,000" who legally form the mandatory 'wave one' cohort. With only 303,000 registered, a staggering 65% of affected taxpayers have yet to register.

That means over half a million business owners are currently operating outside the digital framework, despite the looming 7 August 2026 quarterly filing deadline.

HMRC’s Position:  "Good Enough" is the Target

At recent industry seminars, HMRC leadership has attempted to reassure anxious business owners. Jonathan Hawkes noted that when it comes to the early stages of digital submissions, the revenue's approach is focused on transition rather than immediate perfection: "It is all about good enough. We are not expecting perfection."

While a reassuring stance, "good enough" still requires you to have a functional, bridge-connected software link to HMRC. The soft landing applies to unintentional errors and late filing penalty points—it does not excuse a complete failure to maintain digital records or a failure to submit entirely.
